However, there may be certain topics you want to keep locked for announcements or community management purposes.

Preventing members from posting on specific topics
Here's how to prevent members from posting on specific topics:
In the sidebar menu, click on Community and select Topics.
Click on the Pen icon next to a topic to edit it.
Locate the New posts area. From there, click on the “Only I can make new posts” option.
This will make it so that only you, as the admin, will be able to create posts for this specific topic.
Click on Update topic to save your changes.
